Zanzibar AIDS Commission (ZAC) was established in June 2002 by Act of the House of Representatives, Act no. 3 of 2002. The main objective of the Commission is to provide leadership and coordination to the Zanzibar National HIV response. 

For the past 26 years, Zanzibar has been implementing various programmes and undertaking different initiatives to address HIV in the islands. ZAC, MOH/ZIHTLP and most Partners involved in the National response to HIV and AIDS in Zanzibar voiced the need  for putting in place a robust condoms programming in conformity with the programmatic shift of ZNSP-III (2016/17 -2020/21) and deepening  prevention of new HIV infections in key populations, and the general community in Zanzibar. 

Zanzibar has a concentrated epidemic with HIV prevalence below 1%. Despite the low prevalence in the general population, there is high prevalence of HIV among members of key population and new infections are still occurring. 

The country has made significant progress towards the goal of HIV prevention and universal access to HIV and AIDS services. Zanzibar as part of the United Republic of Tanzania is honoring global commitments on ending AIDS that sets world on the Fast-Track to end the epidemic by 2030.

In the early days, it was difficult to promote condoms in Zanzibar due to cultural sensitivity. However, gradually it is now well accepted that condoms are effective in the prevention of transmission of STIs and HIV, in addition to its use for family planning. Therefore, condom promotion has been identified as a key strategy in the third Zanzibar National Strategic Plan for HIV and AIDS (ZNSP III) 2016/17 – 2020/21.

This Comprehensive Condom Strategy was developed by stakeholders through a participatory process under the coordination of ZAC.

Following the development of the condom programming strategy early this year, and understanding the experiences, lessons, challenges and barriers of condom programming in Zanzibar, the development of the operational plan for condom programming  (2017-2019) will be of paramount importance.

It is for this reason, whereby ZAC plans to hire  a qualified consultant who will develop the operational plan on condom programming strategy.

TYPE OF CONSULTANCY:

The main objective of this consultancy is to develop operational plan for condom programming strategy.

PROPOSED DATES AND DURATION FOR THE CONSULTANCY:

The  consultancy is expected to be undertaken between the month of August and September, 2017. The consultancy will cover a period of 15 days to undertake the following tasks:

• Review the previously developed condom programming strategy in Zanzibar

• Develop  a Results Based Operational Plan covering two years (2017-2019)

• Facilitate a multi-stakeholders meetings to gather inputs into the  operational plan development, and to present and validate the final products

• Facilitate the dissemination workshop for the developed  operational plan

     DELIVERABLES;

• Inception report

• Draft operational plan on condom programming

• Final operational plan on condom programming

• Final technical  report

     QUALIFICATIONS REQUIRED:

• At least Master’s Degree in Social Sciences, Demography/Population Studies, Economics or Public Health.

• Minimum 5 years professional experience in the field of Strategic Planning, Monitoring and Evaluation

• At least 10 years’ experience in programme management, consulting in response to HIV and AIDS

• Demonstrated experience of HIV programme planning and management from others countries in East and Sothern Africa 

• At least Master’s Degree in Social Sciences, Demography/Population Studies, Economics or Public Health.

• Minimum 5 years professional experience in the field of Strategic Planning, Monitoring and Evaluation

• At least 10 years’ experience in programme management, consulting in response to HIV and AIDS

• Demonstrated experience of HIV programme planning and management from others countries in East and Sothern Africa 

TIME SCHEDULE, CONTRACTUAL AND REPORTING MODALITIES:

The consultant will be based within the Commission and will be engaged for a period of 15 working days to complete the works. The Commission will provide a base where the consultant will operate from during the period of the contract. The Consultant will work under the supervision of the ZAC Executive Director and work in close collaboration with other staff/departments to achieve the objectives of this assignment.
