Public Sector comprised of all ministries in the country. All Ministries have functional Technical HIV and AIDS Committees (TACs) which have the role of steering planning, implementation, monitoring and reporting. They also scale up and strengthen prevention, care, support and mitigation of the social economic impact of HIV and AIDS through programs/activities of the public sector.

Public sector response was scaled up and implementing HIV and AIDS Program. There is an increased capacity of addressing HIV at all levels. Those TACs implementing HIV program have gained HIV Program management knowledge and skills; including introduce and implement HIV workplace programs as well as mainstream HIV in their core functions planning and budgeting HIV activities, good governance, Rapid Result Approach, reporting, monitoring and evaluation, advocacy, stigma and discrimination and financial accountability.. Also have increased knowledge on managing donor funded project and capacity to develop project proposals.

There are peer educators in ministries and equipments which can be used to provide HIV education in their respective areas. The MoH has improved the quality and access of HIV services delivered in health facilities. There is an increase of people accessing HIV services as well the quality of the services rendered has improved due to the strengthening of health systems in Zanzibar.

HIV is integrated in the learning institutions curriculum such as in school curriculum in the Ministry of Education, Kizimbani Agriculture Training Institution, Zanzibar Institute of Finance Administration, Civil Service institute and vocational training centers. Also, it is integrated in the Youth Policy, Community Development, Education policy, revised Child Policy, population policy, training manuals of the department of Cooperative society.
