The Commission is led by the Commissioners, which has representatives from Government, Non Governmental organization (NGO), Business Community and people living with HIV and AIDS. ZAC have Head quarter in Unguja and the Coordinator Office Pemba. It is composed by three Divisions namely, division of Finance, Administration and Human Resources, division of Policy, Planning and National Response and Division of Advocacy, Information and Communication. The core functions for each Division are explained hereunder:-

i. Division of Finance, Administration and Human Resources

The Division is responsible for ensuring the financial, human and physical resources of the Commission are properly managed and utilized in accordance with the approved plans, policies and budget. It is also responsible to make sure that all time the right number of quality and motivated staff are available in positions. Within the division, there are three sections as follows:-

A. Account Section

Provide overall leadership in accounting function of the Commission and specifically budget control.

B. Procurement Unit

To ensure regular supply of goods, works and services are delivered in time, operational, recorded and securely stored in accordance with the approved procedures of the ZAC and donors to support proper functioning of ZAC.

C. Internal Auditor Section

To ensure internal control systems are in place for smooth running of ZAC operations and where there is a deficiency to give appropriate advice.

ii. Division of Planning Policy and National Response

The Division is responsible in providing coordination of all policy matters relating to the National response on HIV and AIDS activities within ZAC, Public and Private sectors, and CSO. The division also has one section that deal with Monitoring and Evaluation (M&E) of HIV and AIDS activities.The section is responsible for collecting and feeding data into the national M&E HIV and AIDS framework, maintain, update and develop required database, and produce data and reports from Zanzibar National HIV and AIDS database.

iii. Division of Advocacy and Communication

Established for the purpose of providing coordination and management of the Advocacy, Information, Education and Communication division to ensure that up to-date information on HIV and AIDS from local and international sources is accessible and disseminated to the public.

iv.  ZAC coordination Office Pemba

To coordinate all HIV and AIDS issues in Pemba island on behalf of the Executive Director.
